Annual Recertification

FCC requires active ACP customers to recertify their eligibility for the Affordable Connectivity Program once a year. To continue receiving your ACP service with Whoop Connect, each year you must certify that you still qualify for Whoop Connect’s service based on participation in public assistance programs:

A household is eligible for the Affordable Connectivity Program if the household income is at or below 200% of the ACP Income Guidelines or if a member of the household meets at least one of the criteria below:

  • Received a Federal Pell Grant during the current award year;
  • Meets the eligibility criteria for a participating provider's existing low-income internet program;
    • Free and Reduced-Price School Lunch Program or School Breakfast Program, including at U.S. Department of Agriculture (USDA) Community Eligibility Provision schools.
    • SNAP
    • Medicaid
      • Your Medicaid eligibility may be up for renewal. Learn more about how to renew.
    • Federal Housing Assistance, including:
      • Housing Choice Voucher (HCV) Program (Section 8 Vouchers)
      • Project-Based Rental Assistance (PBRA)/Section 202/ Section 811
      • Public Housing
      • Affordable Housing Programs for American Indians, Alaska Natives or Native Hawaiians
    • Supplemental Security Income (SSI)
    • WIC
    • Veterans Pension or Survivor Benefits
    • or Lifeline;
  • Participates in one of these assistance programs and lives on Qualifying Tribal lands:
    • Bureau of Indian Affairs General Assistance
    • Tribal TANF
    • Food Distribution Program on Indian Reservations
    • Tribal Head Start (income based)

Other Important Information About Recertification

  • Every customer that the National Verifier determined eligible will need to complete USAC’s recertification process. You will go through an initial automated data source check that will check for eligibility. If you pass the eligibility check then no further action is required. ACP customers who participate in the Lifeline Program and passed Lifeline recertification can rely on their Lifeline recertification.
  • If you do not pass the initial database eligibility check the Recertification process will start.
  • You will be notified when it’s time to recertify via mail, email or a pre-recorded message from the USAC’s National Verifier 60 days before your recertification is due.
  • Once you receive notification, there will be a date specified that you must submit your Annual Recertification by. You will have 60 days to recertify your account or services will be terminated.
  • If you do not submit your free Annual Recertification your Whoop Connect account will be terminated and your ACP service will be cancelled.

How do I recertify?

We have several ways for you to recertify. Just choose the one that’s easiest for you:

  • ONLINE – Recertify online by going to https://www.affordableconnectivity.gov/. You will find out immediately if you pass or fail.
  • MAIL - Recertify by mail Recertification Form. Submit proof if required as determined by your USAC letter.

  • PHONE– This option is only available if you Do Not have to provide proof documentation. Call 877-384-2470, enter in the application ID number included in your, and follow the prompts.

Customers who fail the eligibility check, but passed their previous automated database eligibility check are required to complete the ACP Recertification Form and provide proof of eligibility. Your letter will tell you if you need to provide proof of eligibility.
